Direct answer
A Canadian Shopify brand needs four connected operating models: registered tax jurisdictions and product tax categories; domestic fulfilment with reliable rates and tracking; accurate customs and origin data for cross-border shipments; and a separate US expansion plan covering tax liability, landed cost, returns and customer experience. Shopify can calculate and present configured taxes and duties, but the merchant remains responsible for determining obligations and keeping registrations and product data accurate.
Start with Canada and US as distinct markets. Keep one source of truth for products, harmonized-system codes, country of origin, weight, dimensions, tax category, price, inventory and return rules. Test the full order-to-refund flow in every province and target US state before scaling acquisition.
Design the Canadian market
Document the legal seller, ship-from locations, provinces served, currencies, languages, delivery promises and registration accounts. Assign ownership to finance for registrations and filing, merchandising for product categories, operations for fulfilment and engineering for integrations. A Shopify setting should implement an approved decision, not create the decision.
Use a launch matrix covering province or territory, applicable registrations, tax display, delivery service, remote-area handling, return routing and customer support. Include Quebec language and consumer requirements in specialist review where relevant rather than assuming a translated storefront is sufficient.
GST/HST and provincial sales taxes
The CRA states that registered businesses generally charge and collect GST/HST on taxable supplies made in Canada, subject to applicable rules and exceptions. Shopify’s Canadian tax setup guidance instructs merchants to determine whether they must charge tax, register with the relevant agencies and then enter registrations in Shopify. Provincial PST, QST or RST obligations require separate analysis.
Shopify’s guidance references the CAD 30,000 small-supplier threshold in common Canadian scenarios, but thresholds and tests must be read in context. Do not use one summarized number as a substitute for advice. Growth, associated businesses, locations, warehouses and non-resident structures can change the analysis.
Configure tax only after registration decisions
Maintain a tax-registration register with authority, account number, effective date, filing frequency, entity, owner and evidence. Enter registrations in Shopify under Taxes and duties only when authorized. Review changes through finance. Removing or adding a location, fulfilment partner or market should trigger a tax review.
Choose the current Shopify tax service available to the store and region after checking features and fees. Shopify documentation indicates that service availability changed for new Canadian stores in 2026, so editorial instructions must be revalidated immediately before publication. Never imply that enabling Shopify Tax completes registration or filing.
Product tax categories and overrides
Assign accurate product categories because tax treatment can vary by product. Establish a review queue for unmapped and low-confidence products. Overrides should be documented with authority, reason, effective date and approver. Bulk changes need sampling and a rollback export.
Test representative taxable, zero-rated, exempt, discounted, bundled, gift-card and shipping scenarios. Verify how refunds adjust tax. Store the order’s calculated lines as transaction evidence and reconcile collected tax to liability accounts.
Domestic pricing and checkout
Canadian customers commonly expect taxes to be added at checkout, although exact display and consumer requirements depend on context. Shopify Markets allows tax-display customization. Make the storefront, cart and checkout consistent, and avoid surprise charges introduced only after address entry when a clearer estimate is possible.
Test province changes, pickup, subscriptions, discounts, shipping tax and tax-exempt customers. Capture screenshots and order exports as acceptance evidence. Customer-service scripts should explain what is tax, shipping and duty without giving personalized tax advice.
Canada Post and domestic fulfilment
Design shipping from product and parcel data. Record packaged weight and dimensions, origin postal code, service eligibility, dangerous-goods restrictions and delivery commitments. A carrier rate is only as accurate as these inputs. Audit the heaviest, largest and most remote-destination orders.
Use a service matrix for expedited, standard, tracked and return options by region. Decide when to offer free shipping, a flat contribution or live rates based on contribution margin and customer expectations. Keep operational cut-off times and handling days separate from carrier transit estimates.
Validate label purchase, manifests where used, tracking propagation, delivery notifications, address correction, failed delivery, claims and returns. An app connection is not complete until exceptions have owners and customer communications.
Shipping economics
Calculate fully loaded fulfilment cost: pick and pack, packaging, carrier charge, fuel and remote-area adjustments, insurance, replacement loss, return postage and support time. Compare actual cost to the customer charge and order margin by province, parcel profile and product category.
Use shipping thresholds based on incremental contribution, not a competitor’s headline offer. A national free-shipping promise may over-subsidize remote or bulky orders. Consider exclusions or product-specific thresholds, but disclose them clearly.
Product data for US selling
Cross-border execution depends on accurate description, harmonized-system code, country of origin, quantity, value, weight and exporter or importer information. Create governed fields in the product information flow and prevent labels from using vague descriptions such as “samples” or “goods.”
Country of origin is not automatically the country from which the parcel ships. Bundles and kits need documented classification decisions. Keep evidence for origin and valuation and obtain customs advice for uncertain goods.
Choose the US landed-cost experience
Decide whether the customer pays import charges on delivery or the merchant collects estimated duties and import taxes at checkout through a supported service. The choice affects conversion, support, refunds, carrier process and merchant risk. Shopify Markets supports duties and taxes customization in eligible setups; validate requirements and accuracy for the exact workflow.
Model delivered price by product and state: merchandise, discount, shipping, duty, import tax, brokerage or disbursement, payment fee and return exposure. A competitive Canadian price can become uncompetitive after border costs.
US sales-tax liability
Selling from Canada can create US sales-tax responsibilities depending on physical and economic connections, state thresholds, inventory, marketplace activity and other facts. Shopify helps calculate tax after the merchant determines liability and registers. Shopify documentation explicitly advises consulting tax professionals and relevant authorities.
Maintain a state-liability register with sales, transactions where relevant, inventory or personnel presence, registration status and filing owner. Review before putting inventory in a US warehouse. Do not begin collection in a state without the appropriate registration decision.
Shop channel and marketplace treatment
Channels can have marketplace-facilitator treatment that differs from the online store. Shopify states that qualifying US orders placed directly through the Shop channel have marketplace tax handling, while Shop Pay orders on a merchant’s online checkout are treated differently. Preserve channel identifiers in finance reports to prevent double remittance.
Create a channel-by-state reconciliation that separates tax collected by the merchant, filed by a marketplace and not collected. Finance should review adjustments and refunds in the payout detail.
US fulfilment decision
Cross-border fulfilment from Canada keeps inventory centralized but may increase delivery time, landed-cost variability and return friction. A US third-party warehouse can improve speed and returns but introduces inventory allocation, tax, customs-importer and operational complexity. Compare both using total delivered cost and working capital.
Pilot with a narrow catalogue and geography before transferring inventory. Measure delivery promise accuracy, clearance delays, failed deliveries, support contacts, refund cycle and contribution margin. Do not use gross US revenue as the only success measure.
Returns across the border
Publish a market-specific return policy covering return destination, label availability, currency, original shipping, duties, exchanges and refund timing. Decide whether low-value items should be returned, refunded without return or routed to a local partner. Prevent customer support from making inconsistent duty promises.
Design customs documentation for returned goods and retain the original export and order identifiers. Reconcile inventory and refunds when goods arrive in a different entity or warehouse. Seek specialist advice on duty drawback or relief where material.
Currency and payments
Decide whether to present and settle CAD, USD or multiple currencies. Model conversion rate, processor fee, payout currency, refunds and accounting differences. A USD storefront improves price clarity for US customers but does not remove the brand’s currency exposure.
Reconcile orders, processor activity and payouts by currency. Refunds can occur after exchange rates move. Finance reporting should separate operating margin from foreign-exchange effects.
International SEO and localization
Assign a distinct US market URL when the brand has a meaningfully localized experience. Align products, shipping, returns, currency and content. Shopify Markets can generate hreflang, canonicals and sitemap entries for configured market-language URLs, but the brand must create relevant US content and internal links.
Avoid duplicating Canadian pages with only CAD changed to USD. Localize delivery promises, sizing, units, promotions, support and policy information. Link US editorial content to products actually available there.
Analytics and finance model
Segment Canada and US by market, province or state, acquisition source, new or returning customer and fulfilment origin. Track organic and paid landing sessions, add-to-cart, checkout, conversion, net sales, discounts, shipping contribution, duty subsidy, returns, payment fees and contribution margin.
Create operational dashboards for tax exceptions, missing customs data, carrier service, clearance delay, tracking gaps and aged returns. Assign an owner to each exception. A growth dashboard without landed-cost and return data can encourage unprofitable expansion.
90-day implementation roadmap
Days 1–15: governance and baseline
Confirm entities, registrations, ship-from locations, tax advisers, markets and product-data completeness. Baseline shipping cost, delivery time, return rate and US demand.
Days 16–30: configuration design
Approve Canadian and US market settings, tax registrations, product categories, carrier services, customs fields, landed-cost policy and return rules. Build test cases before configuration.
Days 31–60: controlled pilot
Launch a limited US catalogue and destinations. Place domestic and cross-border test orders across tax, discount, refund and parcel scenarios. Reconcile every order through payout and return.
Days 61–90: evidence-led scale
Review contribution margin, delivery reliability, customs issues, tax exceptions and customer feedback. Fix data and workflow gaps before expanding products, states or paid acquisition.
Launch checklist
Confirm registrations; product tax categories; Canadian province tests; US liability review; market URLs; CAD and USD payment flow; parcel weights and dimensions; customs descriptions; HS codes; country of origin; delivered-cost policy; carrier services; tracking; return destinations; refund treatment; finance reconciliation; analytics; and named owners.
Anti-patterns
Do not copy tax settings from another store, collect tax before an approved registration decision, use generic customs descriptions, promise duty-free delivery without evidence, offer national free shipping without parcel economics, place stock in the US without liability review or scale acquisition before measuring cross-border contribution margin.
